JOB DESCRIPTION
SUMMARY:
Under general supervision, plans, designs, and conducts research to aid in interpretation of economic relationships and aid in the solution of problems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Disseminates substantial data regarding historical and projected electric demand and energy sales for the Company and individual customers both internally and externally
Performs load research activities, including sample design and selection; data acquisition, management and reporting; statistical analyses, modeling, and reporting of data and results; loading and maintenance of new MV-90 and Lodestar software releases
Identifies, researches, and recommends new software packages and techniques for Load Analysis
Performs extensive and complex SAS analyses on a sometimes tight timeframe in support of regulatory, rate design and senior management requirements
Evaluates the load and financial impacts of marketing and demand side management programs for electric system integrated resource planning, and reports to the NM Public Regulation Commission
Directs studies, testifies, and provides support on load growth forecasts and on load research and program evaluation issues in regulatory proceedings in both New Mexico and Texas
Provides support to Regulatory Policy and Planning teams, Integrated Resource Planning, Accounting, and other departments as needed on load research, load forecast, economic, and program evaluation issues
Provides load forecast and load research support to the CFO organization in the development of its Quarterly Earnings Guidance materials, Annual Operating Plans, Long Range Plans and Integrated Resource Plans
Assists in the creation of long-run forecasts of electric sales, customers, peak demands, and revenues including extensive data collection and analysis, statistical model building, and documentation
Provides load and economic analyses for various departments in the Company, as needed
COMPETENCIES:
Strong analytical skills and in-depth knowledge of standard and generally accepted theories and practices in utility economics, forecasting, load research techniques, and statistical analyses
Ability to recognize business-planning activities directly or indirectly concerned with load forecasting, load research or program evaluation issues and to participate in those activities where appropriate
Ability to employ creative problem solving techniques covering a wide variety of topics both in and out of the immediate areas of responsibility
In-depth knowledge and understanding of business and regulatory practices
Broad knowledge of the regulated electric utility industry, including the environment, operations, systems, and data
Requires advanced project management skills
In-depth knowledge of computers and complex database and application software systems and of the databases created by these systems
Knowledge of electric databases containing customer billing determinants
Highly motivated team player with strong leadership skills, including the ability to focus the activities of a team to meet established objectives
Ability to manage, plan, and organize several concurrent complex activities under severe time constraints
Ability to maintain positive and productive working relationships with various individuals and groups
Requires strong interpersonal skills often in high-pressure situations, as well as advanced listening, observation, analytical and organizational skills.
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from four-year college or university in Economics, Statistics, Mathematics or related field with five to seven years related experience, or equivalent combination of education and/or experience related to the discipline.
COMMUNICATION SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to write routine reports and correspondence
Ability to speak effectively before groups of customers or employees of organization
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages
Ability to apply basic concepts of mathematics and statistics in the development of spreadsheet applications
COMPUTER SKILLS:
Working knowledge of the Windows Operating System and related software; strong knowledge with spreadsheet software
Specialized knowledge and training is required in the SAS programming language, complex spreadsheets, and data presentation through word processing and presentation related documents
Knowledge of the operational capabilities of the MV-90 translation computer software and hardware, and of Lodestar Load Analysis software
Project management abilities related to the maintenance and upgrade of the various software systems utilized for load research as well as the interfaces to other company databases, servers and applications. Must be able to coordinate with multiple IT departments
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time. The employee must occasionally lift and/or move up to 10 pounds.
