JOB DESCRIPTION

SUMMARY:
  • Under direct supervision, plans, designs, and conducts research to aid in interpretation of economic relationships and aid in the solution of problems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Coordinates team member daily billing/transactional functions and work activities and provides leadership to department
  • Maintains the integrity of billing statement information by performing and enforcing routine control procedures over the preparation of documentation related to the monthly balancing of large volume electric accounts
  • Acts as a liaison with internal and external auditors to resolve inquiries related to account billing controls and SOX compliance
  • Assists Senior Forecast Economist in the development, presentation, and documentation of the long-and shot-run load forecasts for the Company
  • Analyzes load data from random samples of customers to produce class demand profiles for use in marketing, marginal cost, and cost of service studies
  • Provides support to Electric Marketing and Business Development teams and support groups, Integrated Resource Planning, Accounting, and other departments as needed on load research, load forecast, economic, and program evaluation issues
  • Assists in development of short-and long-run forecasts of electric sales, customers, peak demands, and revenues
  • Creates and maintains extensive databases of load research and other Company data
  • Assists in performing weather normalization studies of energy sales and peak demand
  • Performs load research activities, including sample selection; data acquisition, management and reporting; statistical analyses and modeling of data; ad hoc SAS-language programming; loading and maintenance of new MV90 and Lodestar software releases
  • Assists in evaluating the load and financial impacts of marketing and demand side management programs for electric system Integrated Resource Planning, and reports to the Public Utility Commission
  • Assists in providing load and economic analyses for various departments in the Company, as needed
  • Serves as backup for the Load Analyst I in processing data on the translation PC and mainframe, using MV90, Lodestar, or other software as appropriate
COMPETENCIES:              
  • Knowledge of standard and generally accepted theories and practices in utility economics, forecasting, load research techniques, and statistical analyses
  • Requires good interpersonal skills and good organizational skills
  • Requires good project management skills
  • Ability to employ creative problem solving techniques covering a wide variety of topics both in and out of the immediate areas of responsibility
  • Thorough knowledge of the databases created by these systems
QUALIFICATIONS              

MINIMUM EDUCATION AND/OR EXPERIENCE:
  • Bachelor's degree from four-year college or university in economics, statistics, mathematics or related field with one to three years related experience, or equivalent combination of education and/or experience related to the discipline.
COMMUNICATION SKILLS:
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Ability to write routine reports and correspondence
  • Ability to speak effectively before groups of customers or employees of organization
MATHEMATICAL SKILLS:
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
  • Ability to apply concepts of basic algebra and geometry
COMPUTER SKILLS:              
  • Working knowledge of personal computer hardware, operating systems and software, and of mainframe computer systems
  • Conversant with IBM (or compatible) mainframe and IBM (or compatible) personal computers
  • Specialized training is required in the SAS programming language; IBM mainframe JCL, SPF, and other subsystems; and PC hardware, operating systems, spreadsheets, and word processors
  • Knowledge of SAS-language programming skills
  • Knowledge of the operational capabilities of the translation computer¿s software and hardware and of the Lodestar software on the mainframe computer
ANALYSIS AND PROBLEM-SOLVING ABILITY:
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.
PHYSICAL DEMANDS:
  • While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time. The employee must occasionally lift and/or move up to 10 pounds.

SALARY RANGE
  • Salary Grade: G06
  • Minimum  Midpoint  Maximum: $63,548 - $85,790 - $108,031
